    2020年河北省利用外资重点招商项目83:【保定高碑店】京津冀城市生活智慧港一期项目

    河北新闻网讯(李博)以“新动能、新机遇”为主题的2020年“5·18”廊坊经洽会于5月18日至20日全程上“云”,成功举办了开幕式、项目签约、高端会议、专题对接、展览展示等33项活动,在推进招商引资、扩大对外开放方面取得了显著成效,成功引资约1500亿元。

    83.保定高碑店京津冀城市生活智慧港一期项目

    一、项目内容和规模

    京津冀城市生活智慧港(一期)项目规划占地47.4公顷,项目位于高碑店市双辛产业集中区东湾连接线西侧、高固公路北侧。建设内容包括:保税物流中心(B型)、冷库及多温区库、仓储分拨中心、冻品及精品展示交易大厅、冷链及多温区配送中心、健康中央大厨房、电商展示精品交易大厅、电商孵化器、金融和信息数据中心、配套综合服务设施、公寓及服务中心、综合服务中心等。

    二、投资估算及资金来源

    园区总投资31000万美元,拟利用外资1500万美元。

    三、市场分析

    我国物流业发展前景良好。随着京津冀协同发展战略的加快实施,北京物流产业将加速向周边转移。京津冀城市生活智慧港建成后将有多家国内外物流企业集中进驻,逐步成为京津冀货物集散中转站和链接国内外市场的重要物流转换节点,智慧港园区在化妆品、日用消费品、农副产成品、半成品等方面将分担京南保北地区30%的物流量。

    四、经济效益分析

    项目建成后,预计年营业收入35763.99万美元人民币,年利润额3675.73万美元人民币,上缴税金2781.64万美元人民币,总投资收益率平均为9.74%,投资回收期税后平均为10年。

    园区基础设施条件完备。市政供排水管网、供电、通讯及其他设施能够满足项目建设要求。

    高碑店市汇通京雄园区建设发展有限公司于2018年6月成立,注册资金6000万元,为高碑店汇通森源控股有限公司全资子公司(注册资本30000万元)。主营业务:产业园区项目开发建设,园区运营管理及咨询服务,会展服务等。

    83.Project of Baoding Gaobeidian Beijing-Tianjin-Hebei Urban Life Smart Port Phase I

    I. Project Briefing and Scale

    Beijing-Tianjin-Hebei Urban Life Smart Port (Phase I) Project will occupy an area of 47.4 hectares as planned and it is located on the west side of the East Bay Connecting Line of Gaobeidian Shuangxin Industry Concentration Zone and the north side of Gaogu Highway. Construction works include: The bonded logistics centre (Type B), the refrigeration storage and multi-temperature-area storage, the warehousing and distribution centre, the frozen product and high-quality product exhibition and trading hall, the cold chain and multi-temperature-area distribution centre, the central health kitchen, the e-commerce exhibition and high-quality product trading hall, the e-commerce incubator, the financial and information data centre, the supporting comprehensive service facilities, apartments and service centre, and the comprehensive service centre.

    II. Total Investment & Expected Foreign Capital

    The total estimated investment of the project is USD 310 million and USD 15 million of foreign investment is intended to be used.

    III. Market Analysis

    The logistics industry of China has a promising development prospect. Along with the accelerated implementation of the Beijing-Tianjin-Hebei Coordinated Development Strategy, the logistics industry in Beijing will be transferred to the surrounding areas at a faster rate. Once Beijing-Tianjin-Hebei Urban Life Smart Port is completed, multiple logistics enterprises at home and abroad will be attracted to operate there. It will gradually become a distribution hub for Beijing-Tianjin-Hebei goods and an important logistics transfer node connecting the domestic and foreign markets. The Smart Port will handle 30% of the logistics volumes to the south part of Beijing and the north part of Baoding in terms of cosmetics, daily consumer goods as well as agricultural and sideline finished and semi-finished products.

    IV. Evaluation of Economic Benefit

    After the completion of the project, the annual operating revenue is expected to be USD 357.6399 million; the annual profit may reach USD 36.7573 million; the tax payment will be USD 27.8164 million; the rate of return on total investment will be 9.74% on average and the after-tax payback period is 10 years on average.

    V. Opportunities & Favourable Conditions

    The infrastructure inside the Park is complete. The municipal water supply and drainage pipelines, power supply, communication, as well as other facilities, could satisfy the requirements for project construction.

    VI. Introduction to the Chinese Partner

    Gaobeidian Huitong Jingxiong Park Construction Development Co., Ltd. was founded in June 2018, with a registered capital of RMB 60 million. It is a wholly-owned subsidiary of Gaobeidian Huitong Senyuan Holding Co., Ltd. (with a registered capital of RMB 300 million). Major businesses: Industrial park project development and construction, park operation management and consulting service, exhibition service, etc.
